SB11-065: Certificate of Authority for Taxicab Service

• Replaces the current "public convenience and necessity" standard with an "authority" standard for taxicab certificate applications, eliminating the 2-part analysis that required proving public need.

• Sets specific operational requirements for taxicab service certificates: minimum 50 taxicabs, 24-hour dispatch system, 24-hour daily operations, $500,000 capital, fingerprint-based criminal history check, E-Verify program participation, and motor vehicle liability coverage.

• Requires at least 3% of taxicabs be equipped to serve persons with disabilities, with one accessible vehicle on duty at all times.

• Applies only to statewide operations and the specified metropolitan counties (Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, El Paso, and Jefferson), while counties with populations under 70,000 remain subject to regulated monopoly doctrine.

• Eliminates numerical limits on authorized taxicab service providers and their vehicles to promote competition, effective for applications submitted after the bill's enactment date.
