• Allows both state and local licensing authorities to issue special event permits for alcohol service, whereas previously only the state could issue them.

• Repeals requirements that organizations demonstrate other existing facilities are inadequate before obtaining special event permits.

• Increases the maximum number of days an organization can hold special event permits from 10 to 15 days per calendar year.

• Permits local licensing authorities to approve special event permits without obtaining state licensing authority approval, provided they report issued permits to the Liquor Enforcement Division within 10 days.

• Requires the state licensing authority to establish and maintain a website tracking statewide special event permit activity to help local authorities monitor organizations' compliance with the 15-day annual limit.
