Senate Bill 11-071 Summary

• Repeals special consideration requirements enacted since 2006 for renewable energy technologies, integrated gasification combined cycle facilities, solar resources, geothermal energy, biomass, and federally-funded projects, requiring only cost-effective implementation of clean energy and energy-efficient technologies be considered.

• Restores the 10% renewable energy standard for 2011 and future years as originally approved by voters in Amendment 37 (2004), replacing the escalating standards of 5% through 2010, 12% for 2011-2014, 20% for 2015-2019, and 30% for 2020 and beyond.

• Limits renewable energy standard requirements to retail electric service providers serving more than 40,000 customers, consistent with Amendment 37, and extends the requirement to cooperative electric associations that have voted to exempt themselves from commission jurisdiction.

• Prohibits public utilities from establishing graduated scale of charges for heat, light, gas, water, power, or telephone service.

• Repeals provisions authorizing the governor's energy office to assist with integrated gasification combined cycle projects and removes IGCC from the definition of clean energy.
