Extends temporary modified contribution rates for state and judicial divisions of the Public Employees' Retirement Association (PERA) through fiscal year 2011-12, maintaining employer rates of 7.65% for state employees and 10.35% for state troopers, with member rates at 10.5% and 12.5% respectively.

Maintains employer contribution rate of 11.16% and member rate of 10.5% for the judicial division through fiscal year 2011-12.

Applies standard contribution rate calculations for school, local government, and Denver public schools divisions for both fiscal years 2010-11 and 2011-12.

Reduces general fund appropriations by $531,051 for the legislative department and cuts total appropriations across state departments by $36,560,132 for fiscal year 2011-12 to offset implementation costs.

Declares the act necessary for immediate preservation of public peace, health, and safety.
