School districts with 10,000 or more students must conduct a budget review of noninstructional support services (custodial, food, transportation, grounds maintenance, printing, and technology repair) by September 30, 2011.

Districts must obtain competitive bids from independent sources for these services, with competing bids posted on the district's website.

Districts must present bidding results and a contracting plan to award services to the most competitive qualified bidder in a public meeting by November 1, 2011.

Districts may enter contracts on or after December 1, 2011, including contracts with employee groups to provide services on a contractual rather than employment basis.

Requirements do not apply to services already covered by existing contracts or collective bargaining agreements until those agreements expire.
