SB11-095: Surface Transportation Funding

• Repeals most provisions of the 2009 FASTER Act (SB 09-108) and restructures Colorado's surface transportation funding by reestablishing separate statewide tolling and bridge enterprises.

• Eliminates the road safety surcharge, daily vehicle rental fee, and supplemental vehicle surcharges and fines created by FASTER, while removing FASTER funding for the state transit and rail division.

• Establishes a statewide tolling enterprise to construct and operate toll highways, and reestablishes a separate statewide bridge enterprise authorized to impose a bridge safety surcharge (capped at $13-$32 based on vehicle weight) to finance designated bridge repairs and replacements.

• Requires toll and bridge enterprise revenues to be used exclusively for construction, maintenance, and supervision of public highways; authorizes issuance of revenue bonds and lease-purchase agreements for financing.

• Takes effect July 1, 2011, with conforming amendments to vehicle registration, late fee structures, and fund allocation provisions throughout Colorado statutes.
