Allows governmental entities to post required public notices on their official websites instead of publishing in newspapers, at the entity's discretion.

Web posting is only permitted if the governmental entity determines that it will provide greater public access and cost less than newspaper publication.

Postings must be conspicuous and remain available for at least the same time period required for newspaper publication under Section 24-70-106.

Takes effect 90 days after final adjournment of the general assembly (August 10, 2011), unless a referendum petition is filed and the measure requires voter approval in November 2012.
