Repeals the July 1, 2011 sunset date for the fixed tuition and fee rate program established in section 23-5-131, C.R.S., allowing the program to continue indefinitely.

Removes the fixed tuition and fee rate program from the list of agencies and functions scheduled to terminate on July 1, 2011 under the general assembly's regulatory review process in section 24-34-104.

Eliminates the requirement for a sunset review of the fixed tuition and fee rate program as previously mandated under section 24-34-104, C.R.S.

Declares the act necessary for the immediate preservation of public peace, health, and safety under the safety clause provision.
