Repeals the July 1, 2011 termination date for the Identity Theft and Financial Fraud Board and Identity Theft and Financial Fraud Deterrence Unit, extending sunset to September 1, 2016.

Increases board membership from nine to ten members by adding a representative of a consumer or victim advocacy organization appointed by the governor on or before July 1, 2011.

Allows the designee of the executive director of the Department of Public Safety and the attorney general to serve on the board instead of requiring their personal attendance.

Changes board reporting requirement from May 1, 2009 to October 1, 2012, and annually thereafter on even-numbered years to the judiciary committees on implementation results.

Repeals the board's power to enter into and execute contracts, leases, and intergovernmental agreements.
