Prohibits state and political subdivisions from requiring parents or guardians to provide doctor's notes or health care professional documentation to verify a minor child's illness.

Prohibits state and political subdivisions from requiring any person or entity to make monetary or in-kind gifts or contributions to charitable organizations as a condition of receiving licenses, approvals, grants, permits, or other discretionary approvals.

Prohibits state and political subdivisions from transferring private property acquired through eminent domain to private parties after the effective date of the act.

Prohibits state and political subdivisions from using automated vehicle identification systems to detect motor vehicle law violations without citing nationally recognized standards demonstrating enhanced public safety benefits from such systems.

Act takes effect September 1, 2011, unless subject to a referendum petition, in which case it requires voter approval at the November 2012 general election.
