CO SB118

Creates an additional rule review process for rules adopted on or after November 1, 2010, that are related to legislation enacted after January 1, 2010.

Assigns rules to appropriate committees of reference based on principal departments, with committees required to complete review by the 45th day of the legislative session and hold at least one public meeting.

Allows committees of reference to disapprove rules for any reason, but review must consider the rule's reason, economic impacts, effects on economy and small business, federal law requirements, and whether cost-benefit analysis was completed.

Requires each committee of reference to recommend a bill by the 60th legislative day regarding expiration or postponement of assigned rules, exempt from the five-bill limitation.

Requires posting of completed cost-benefit analyses on agency websites and the Department of Regulatory Agencies website.
