Creates the "Fair and Legal Employment for Coloradans Act" requiring all nongovernmental employers to participate in the federal E-Verify program with staggered deadlines: employers with 200+ employees by January 1, 2012; 50-199 employees by July 1, 2012; and fewer than 50 employees by July 1, 2014.

Prohibits employers from intentionally or knowingly employing unauthorized aliens and requires immediate termination of employees who receive a final notice of nonconfirmation through E-Verify.

Establishes penalties for noncompliance including fines ranging from $1,000-$20,000 per 30-day period depending on employer size, and potential suspension or permanent revocation of business licenses for violations.

Provides civil liability protection for employers who participate in E-Verify and make hiring decisions based on the program's results.

Creates an E-Verify Program Cash Fund from collected fines to cover costs of administering and enforcing the requirements by the attorney general and county/city attorneys.
