Directs the division of employment and training to study the scope, magnitude, and impact of smart grid development on Colorado jobs, with a report due January 20, 2012.

Requires the governor's energy office to establish an independent consumer education clearinghouse for electric utility customers that complements utility demand-side management programs.

Creates a smart grid division within the Colorado office of economic development to promote entrepreneurship, technology transfer, and business development related to smart grid technology, funded by a smart grid cash fund.

Authorizes the Colorado public utilities commission to establish standards and practices for consumer protection, grid reliability and security, and integration of distributed energy resources in smart grid development.

Adds a statewide definition of "smart grid" to statute as an electric transmission or distribution system incorporating functionalities including consumer participation in energy markets, renewable energy integration, real-time pricing, and cyber-attack resilience.
