Amends the fiscal year 2010-2011 appropriation to the Colorado Department of Agriculture as originally enacted in HB 10-1376, reducing total appropriation from $38,517,046 to $38,476,997.

Decreases General Fund allocation from $6,257,528 to $6,225,368, while keeping cash funds allocation at $27,213,516.

Adjusts appropriations across seven department divisions including Commissioner's Office, Agricultural Services, Agricultural Markets, Brand Board, Special Purpose funds, Colorado State Fair, and Conservation Board.

Reduces vehicle lease payments from $229,445 to $219,903 and adjusts various other line items including personal services, health benefits, and operating expenses.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety; signed by Governor John W. Hickenlooper.
