Repeals Colorado Revised Statutes 29-2-105(1)(d)(II), which required amendments adding sales tax exemptions to be adopted in the same manner as the initial sales tax ordinance or resolution.

Removes the requirement that towns, cities, and counties follow the same procedural process for amending sales tax ordinances to add exemptions as they used for adopting the initial ordinance.

Effective date is August 10, 2011 (90 days after the 2011 legislative session sine die on May 11, 2011), subject to voter approval in November 2012 if a referendum petition is filed.
