Creates a new position of legislative statistician to be employed by the legislative council staff, with one full-time equivalent transferred from the state auditor's office for fiscal year 2011-12 and beyond.

Requires the state auditor to provide a brief description of statistical methodology planned for each performance audit conducted.

Mandates the legislative statistician to assess whether audit statistical methodologies were appropriate, verify reasonable efforts to apply proper methods, explain any deviations, and certify audit compliance with planned methodology.

Requires the legislative statistician to maintain confidentiality and follow all other requirements binding state auditor staff when supporting performance audits.

Implementation is optional and only occurs if the legislative council's executive committee discretionarily funds the legislative statistician position.
