Mandates the governor SHALL include at least one member who is a person with a disability, family member of a person with a disability, or member of a disability advocacy group on the State Housing Board (7 members appointed to 4-year terms).

Requires the Medical Services Board (11 members) to include at least one representative from the disability community, provided other appointment requirements including political party balance and congressional district representation are met.

Requires the State Board of Human Services (9 members) to include at least one representative who is a person with a disability, family member of a person with a disability, or member of a disability advocacy group.

Changes "is encouraged to" language to mandatory "SHALL" language for disability representation requirements across all three boards, making these requirements binding rather than advisory.

Takes effect 90 days after final adjournment of the General Assembly (August 10, 2011) unless a referendum petition is filed, in which case approval by voters in the November 2012 general election is required.
