Approves the Species Conservation Eligibility List and authorizes expenditure of $4,500,000 from the capital account of the Species Conservation Trust Fund for fiscal year 2011-12, allocated to Platte River Recovery Program ($2,600,000), Upper Colorado River Recovery Program ($1,000,000), Arkansas Darter Instream Flow Water Rights Lease ($500,000), and Native Grouse Conservation Program ($400,000).

Authorizes expenditure of $2,100,000 from the operations and maintenance account of the Species Conservation Trust Fund for Upper Colorado River Recovery Program ($500,000), Native Grouse Conservation Program ($605,000), Native Fish Conservation ($560,000), Wildlife Disease Management ($410,000), and Wildlife Adaptation Research ($25,000).

Amends the severance tax trust fund statute to direct transfers to the Species Conservation Trust Fund operations and maintenance account of $1.6 million for fiscal year 2011-12, $2.1 million for fiscal year 2012-13, and $2.1 million for fiscal year 2013-14.

Adjusts prior appropriations in HJR 01-1022, HJR 03-1012, and chapter 197 (Session Laws of Colorado 2005) by reducing certain species conservation allocations and reallocating funds between capital and operations accounts for projects including Preble's Meadow Jumping Mouse Conservation Plan and Pocket Gopher Genetics.
