Eliminates enrollment fees for children in families at or below 150% of the federal poverty line and for pregnant women in the Children's Basic Health Plan.

Implements annual enrollment fees for children in families between 150% and 205% of the federal poverty line, subject to joint budget committee approval.

Establishes monthly enrollment fees of at least $20 for the first child and at least $10 for each additional child for families exceeding 205% of the federal poverty line, with a $50 per month family cap and allowance for inflation adjustments.

Permits financial sponsors to pay enrollment fees on behalf of enrollees, but payment cannot exceed the total fee owed by the enrollee.

Appropriates $4,821 in fiscal year 2011 for executive administration, $11,088 for plan administration, decreases medical and dental costs by $398,849, and allocates $375,960 for system updates, with the act effective July 1, 2011.
