Repeals the 1966 statute accepting jurisdiction over Fort Lyon property from the federal government, effectively removing the state's authority over the former Fort Lyon Veterans Hospital.

Removes Fort Lyon Correctional Facility (Bent County, Level III security) from the official list of Colorado Department of Corrections facilities.

Repeals authorization for the state to receive conveyance of Fort Lyon property from the federal Secretary of Veterans Affairs.

Requires public access to Kit Carson Chapel and cemetery at the former Fort Lyon site to be maintained pursuant to federal law.

Takes effect March 1, 2012, or if subject to a successful referendum petition, takes effect upon approval by voters at the November 2012 general election.
