Transfers $11,755,000 from the Primary Care Fund to the Colorado Health Care Services Fund for the 2011-12 fiscal year to address a declared state fiscal emergency.

Appropriates up to $15,775,670 for health-related purposes and to serve populations enrolled in the Children's Basic Health Plan and Colorado Medical Assistance Program at January 1, 2005 enrollment levels.

Transfers $2,135,830 from the Primary Care Fund to the Primary Care Special Distribution Fund to support health clinics experiencing funding reductions.

Requires the State Department to develop a distribution formula to equalize, to the extent possible, funding reductions experienced by Denver Health and Hospitals, community health clinics, and federally qualified health centers.

All provisions sunset on July 1, 2013, except the fiscal emergency declaration which sunsets July 1, 2013.
