Authorizes the Air Pollution Control Division to contract with nongovernmental air quality modeling engineers to review permit applications when seasonal, irregular, or fluctuating backlogs prevent timely permit issuance.

Applicants may voluntarily choose to have private contract consultants review their air quality modeling instead of Division staff, with the Division selecting consultants and screening for conflicts of interest.

Applicants choosing contract consultant review must pay both the consultant's costs and the Division's review costs, with funds transferred to the Stationary Sources Control Fund.

Division is exempt from standard state procurement code requirements when selecting and contracting with private air quality modeling engineers.

Appropriates $194,377 in cash funds and 0.2 FTE from the Stationary Sources Control Fund to the Department of Public Health and Environment for fiscal year 2011-2012 implementation.
