Approves the Colorado Visibility and Regional Haze State Implementation Plan adopted by the Air Quality Control Commission on January 7, 2011, except for provisions relating to Hayden electric generating units 1 and 2

Disapproves the requirement for selective catalytic reduction nitrogen oxide emission controls for Hayden units 1 and 2, finding them not cost-effective and more stringent than required by federal Clean Air Act

Repeals portions of Regulation 3, 5 CCR 1001-5, Part F, Rule VI.A. that mandate selective catalytic reduction emission controls for the Hayden generating units, effective May 15, 2011

Postpones the automatic expiration of rules contained in the approved regional haze plan from May 15, 2012 to May 15, 2011

Declares the act necessary for immediate preservation of public peace, health, and safety
