Establishes a statewide system to evaluate the effectiveness of educator preparation programs at public, private, and proprietary institutions of higher education based on outcomes rather than inputs.

Expands the scope of educator preparation program review to include all education professionals (teachers, principals, administrators, and other school professionals) rather than just teachers.

Requires programs to include comprehensive admission screening, minimum field-based experience hours (800 for initial licensure teachers, 300 for principal/administrator candidates), performance-based assessment of candidates, and ongoing program effectiveness monitoring including graduate outcome data.

Authorizes the Colorado Commission on Higher Education to review programs on a five-year cycle, place underperforming programs on probation, and discontinue programs that have had no successful graduates in five years.

Repeals separate statutes for principal and administrator preparation programs and consolidates educator preparation program requirements under a unified framework while encouraging collaboration with national accrediting bodies.
