Creates the "Public Safety Charitable Solicitation Act" allowing law enforcement personnel, firefighters, and other public safety employees to solicit charitable donations from motorists on public roadways.

Requires charitable organizations to file an application with the local government at least 30 business days before solicitation begins, including solicitation date, time, location, manner of solicitation, and proof of $1 million liability insurance.

Local governments must approve or deny applications within 25 business days and cannot reject applications meeting the minimum criteria, but may impose reasonable public safety-based conditions in writing.

Applies specifically to public safety personnel conducting solicitations within their local government's jurisdiction, narrowly tailoring the process to those with established training in traffic and roadway safety.

Does not prevent local governments from imposing reasonable time, place, or manner restrictions on other charitable solicitations on public roadways by persons or organizations not covered by this act.
