Requires state agencies to establish diverse "representative groups" of stakeholders to provide input on proposed rules before or during rule-making proceedings, with members representing different perspectives including businesses, advocacy groups, labor organizations, and affected industries.

Mandates agencies notify all General Assembly members in writing or electronically when proposing or adopting rules that increase fees or fines, specifying the amount of increase, within 10 days of notice or adoption.

Requires each principal executive branch department to file an annual "departmental regulatory agenda" with the General Assembly by November 1 each year, listing new or revised rules expected in the next calendar year, their statutory basis, purpose, and affected parties.

Directs departments to post regulatory agendas on their websites and submit them to the Secretary of State for publication in the Colorado Register, and present agendas during legislative committee hearings starting in 2013.

Authorizes the Colorado Register to publish annual departmental regulatory agendas submitted by principal departments in addition to existing notices.
