Amends Colorado Revised Statutes 24-56-103 to increase reimbursement caps for business reestablishment expenses when operations are displaced by state agency projects.

Raises the reimbursement limit to fifty thousand dollars for projects administered or overseen by the Department of Transportation, replacing the previous ten thousand dollar cap.

Maintains the ten thousand dollar limit for reimbursement of actual, reasonable, and necessary business reestablishment expenses for any other projects not administered by the Department of Transportation.

Applies to farms, nonprofit organizations, and small businesses relocating to new sites, with reimbursement criteria to be established by the Department of Transportation.

Declared necessary for immediate preservation of public peace, health, and safety under the bill's safety clause; approved by Governor John W. Hickenlooper.
