School districts shall consider adopting procedures to identify students in grades 6-9 demonstrating behaviors indicating dropout risk, including low academic achievement, truancy, insubordinate behavior, and disengagement.

Schools shall provide appropriate interventions to identified at-risk students, which may include counseling, tutoring, parent engagement, and developmental education services.

School districts must notify parents as soon as possible after identifying a student as at-risk and provide a description of proposed interventions; parents may approve or reject interventions and may terminate them at any time.

Institute charter schools must follow the same procedures as school districts for identifying at-risk students and providing interventions.

The act takes effect August 8, 2012, unless a referendum petition is filed, in which case it requires voter approval at the November 2012 general election.
