Requires proposals to regulate unregulated professions to include a signed statement of support from at least 10 members of the profession or 10 non-members before the Department of Regulatory Agencies will review them.

Changes the submission deadline to no later than December 1 of any year, with the department required to submit its analysis and evaluation report by October 15 of the following year.

Allows the department to decline review if it previously conducted an analysis within 36 months and no new information has been submitted that would alter earlier recommendations.

Establishes a process for imminent threat situations: the department must notify the Legislative Council with documentation, which then has 30 days to conduct a hearing and determine if an imminent threat exists before the analysis can be waived.

Gives regulation supporters the ability to request legislation during the next two regular sessions after the department declines to review or after the Legislative Council concurs with an imminent threat finding.
