HB 12-1019 Summary

• Abolishes the Motor Carrier Services Division of the Department of Revenue and transfers its ports of entry functions to the Colorado State Patrol within the Department of Public Safety through a Type 3 transfer.

• Transfers commercial driver's license and international registration plan functions from the Motor Carrier Services Division to the Department of Revenue.

• Allocates $8,629,442 and 117.8 FTE to the Colorado State Patrol for ports of entry operations, funded primarily through the highway users tax fund and hazardous materials safety fund.

• Makes conforming changes throughout Colorado statutes to reflect that the Colorado State Patrol Chief (rather than the Department of Revenue executive director) oversees port of entry weigh stations, permit issuance, and motor carrier safety enforcement.

• Effective July 1, 2012.
