HB 12-1023 Summary

• Establishes a special "Fallen Heroes" license plate available for motorcycles, passenger cars, trucks, and noncommercial vehicles not exceeding 16,000 pounds empty weight, beginning January 1, 2013 or when the department can issue them.

• Requires applicants to donate $50 to the Colorado Chapter of the Concerns of Police Survivors, Inc. and provide a certificate confirming the donation to qualify for the plate.

• Department may stop issuing plates if fewer than 3,000 plates are not issued by July 1, 2017, but existing plate holders may continue using them indefinitely.

• Imposes a one-time $25 fee for issuance or replacement of the plate, with funds credited to the Highway Users Tax Fund; taxes and fees otherwise match regular license plate amounts.

• Appropriates $2,960 to the Department of Revenue information technology division and $17,760 for license plate purchases, with an additional $2,960 reappropriated to the Office of Information Technology for programming services.
