CO HB1024

Requires the title board to write ballot titles for proposed initiated laws or constitutional amendments in plain, nontechnical language that is clear, coherent, and understandable to the average reader, to the extent possible.

Applies the same plain language requirement to ballot titles of statewide referred measures prepared by any person, including General Assembly members and the Office of Legislative Legal Services.

Establishes a presumption that a ballot title conforms to plain language requirements if the statewide referred measure is adopted by the General Assembly.

Takes effect on August 7, 2012, unless subject to a referendum petition, in which case it requires voter approval at the November 2012 general election.
