Extends energy-related assistance funding for low-income households from the severance tax trust fund operational account through fiscal year 2018, with repeal effective July 1, 2020 (previously scheduled for July 1, 2014).

Allocates $13 million annually for low-income energy assistance distributed as: 25% to the Department of Human Services, 25% to Energy Outreach Colorado, and 50% to the Governor's Energy Office.

Amends Colorado Revised Statutes Section 39-29-109.3(2)(f)(V) to extend the authorization period for energy assistance programs.

Designates this legislation as necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
