Amends the definition of "end user" in waste tire regulations to mean a person who uses tire-derived products (rather than just processed waste tires) for commercial or industrial purposes.

Extends the repeal date of the Processors and End Users Fund from July 1, 2012 to July 1, 2020, continuing the program that provides monthly reimbursements up to $65 per ton of processed Colorado waste tires.

Transfers appropriation authority to the General Assembly for disbursing fund moneys, and requires the Department not to reimburse processors unless the tire-derived product has been end-used or sold for end use and moved off-site.

Directs the Department to identify other markets in Colorado capable of eliminating illegal tire dumping and recycling waste tires in newer technologies without relying on taxpayer or cleanup funds.

Appropriates $700,000 from the Processors and End Users Fund to the Department of Public Health and Environment for fiscal year 2011-12 to reimburse processors and end users.
