Reclassifies agricultural compounds, spray adjuvants, semen for agricultural purposes, and registered pesticides as wholesale sales effective July 1, 2012, removing them from retail sales tax requirements.

Defines "agricultural compounds" to include insecticides, fungicides, growth-regulating chemicals, enhancing compounds, vaccines, hormones, livestock drugs (prescribed or not), and FDA-approved animal pharmaceuticals.

Defines "spray adjuvants" as products used to increase the effectiveness of pesticides.

Repeals previous sales tax exemptions for these agricultural items under sections 39-26-716(2)(d), (2)(e), (3)(d), and (3)(e), effective June 30, 2013, shifting from exemption-based to wholesale classification.

Takes effect upon passage except section 2 takes effect July 1, 2012.
