Establishes permanent registration option for Class A commercial trailers and semitrailers in Colorado, eliminating annual renewal requirements for qualifying vehicles.

Allows out-of-state based trailer owners to register permanently in Colorado with a one-time fee of $24.50 plus $95.50 annual specific ownership tax.

Allows Colorado-based trailer owners to register permanently if the trailer is at least 10 years old, with the same fee structure.

License plates issued for permanent registrations do not display expiration dates and do not require annual validating stickers or tabs.

Appropriates $118,000 for fiscal year 2011 and $45,147 plus 0.3 FTE for fiscal year 2012 to implement system changes; applies to registrations issued on or after August 1, 2012.
