Establishes the Start-up Colorado Technology Transfer Grant Program administered by the Colorado Office of Economic Development to provide grants up to $750,000 to offices of technology transfer for commercializing technology projects and discoveries.

Creates a Start-up Colorado Technology Transfer Cash Fund not to exceed $5 million, funded through general assembly appropriations and any returned unused grant moneys, with interest and income credited back to the fund.

Requires grant applicants to submit project descriptions, technology transfer plans, detailed matching fund sources, and analysis demonstrating the project scope enhances commercialization of Colorado technology.

Directs the Director of Economic Development to prioritize grants for technology transfer projects that create Colorado jobs and establish program policies by September 1, 2012, including grant procedures, recipient criteria, and reporting requirements.

Requires grant recipients to report project outcomes and Colorado jobs created within two years; Director must submit comprehensive program report to legislature by April 15, 2015; entire section repeals effective July 1, 2015.
