Requires applicants for the Colorado Works program to pass a drug test for controlled substances as a condition of eligibility, with applicants bearing the cost of the test.

Persons testing positive are ineligible for one year from the test date, but may reapply after 6 months if they successfully complete a substance abuse treatment program.

Applicants who pass the drug test receive an increase to their initial assistance equal to the cost of the drug test.

Dependent children of applicants who test positive remain eligible for assistance but must receive benefits through a county-approved protective payee who must also pass a drug test.

Appropriates $219,520 to the Department of Human Services for fiscal year 2012-2013 for Colorado benefits management system implementation, with an additional $219,520 reappropriated for computer center services.
