Extends the period for voluntary contributions to the nongame and endangered wildlife fund through January 1, 2017, previously scheduled to expire on January 1, 2012.

Allows Colorado individual income taxpayers to designate a voluntary contribution amount on their state tax return forms to the nongame and endangered wildlife cash fund.

Changes the repeal date of Part 7 (the voluntary contribution program) from January 1, 2013 to January 1, 2018, contingent on the general assembly continuing or reestablishing the program by bill before that date.

Requires voter approval at the November 2012 general election before the act takes effect, with implementation occurring upon official declaration of the vote by the governor.
