Repeals the exemption in Colorado law that excluded vehicles six or more years old from salvage vehicle regulations.

Applies salvage vehicle requirements to vehicles over six years old, including the requirement to stamp "REBUILT FROM SALVAGE" on the vehicle's frame and obtain a VIN inspection.

Takes effect July 1, 2012, and applies to acts committed on or after that date.

Designated as necessary for the immediate preservation of public peace, health, and safety.
