Amends Colorado law to allow advanced practice nurses granted prescriptive authority before July 1, 2010, to develop an articulated plan by July 1, 2011, to retain their prescribing privileges.

Requires the articulated plan to be verified by the signature of either a physician or a physician and advanced practice nurse with prescriptive authority and relevant experience practicing in Colorado.

Authorizes the State Board to extend the deadline for developing an articulated plan for nurses who meet specified requirements, but in no case beyond September 30, 2012.

Nurses seeking a deadline extension must submit an application, required fee, and signed verification that they developed a plan by July 1, 2011, or had an existing collaborative agreement with a physician on that date.

Declares the act necessary for the immediate preservation of public peace, health, and safety.
