Modifies Colorado ethics statutes to align with Article XXIX, Section 3(5) of the state constitution by changing the gift reporting threshold from $25/$50 to $53 for candidates elected to public office who have not yet been sworn in.

Replaces terminology "statewide elected office" with "covered state office" throughout ethics laws and expands the definition to include district attorneys.

Prohibits incumbents and candidates in covered state offices from accepting monetary gifts from lobbyists, corporations, or labor organizations, with exceptions for salaries, reimbursements for travel and lodging, and political party meal gifts as permitted by the constitution.

Requires incumbents leaving public office between October 15 and January 15 to file a final disclosure report by January 15 covering items received since the last report.

Sets the $53 gift limit to automatically adjust for inflation contemporaneously with any constitutional adjustment to the gift limit.
