Exempts drinking water treatment facilities from obtaining a certificate of designation for waste impoundments or solid waste disposal operations of drinking water treatment residuals generated on-site.

Facilities operating without a certificate must still comply with solid and hazardous waste commission rules for waste impoundments and solid waste disposal.

Certificates of designation issued before the effective date for drinking water treatment residuals are voidable at the facility's option.

Local government land use regulations continue to apply to waste impoundments and solid waste disposal operations at drinking water treatment facilities.

Effective August 8, 2012, subject to referendum petition provisions; provisions apply retroactively to solid wastes impounded or disposed of before, on, or after the effective date.
