Designates the Executive Director, Deputy Executive Director, and Director of the Division of Criminal Justice in the Department of Public Safety as peace officers with authority to enforce all Colorado state laws and eligibility for P.O.S.T. board certification.

Establishes that the Executive Director may appoint the Deputy Director of the Department of Public Safety pursuant to Section 13 of Article XII of the State Constitution.

Grants the Deputy Director the same powers, duties, and responsibilities as the Executive Director, to be exercised under Executive Director supervision and in the Executive Director's absence or upon instruction.

Declares the act necessary for immediate preservation of public peace, health, and safety under the safety clause provision.
