• Excludes the Auraria Higher Education Center from the definition of "state agency" in surplus property statutes, bringing it into alignment with how other higher education institutions are treated.

• Includes the Auraria Higher Education Center under capital construction and long-range planning requirements that apply to state-supported institutions of higher education, requiring Colorado Commission on Higher Education approval.

• Applies 17 separate statutory amendments to treat the Auraria Higher Education Center the same as other state higher education institutions in areas including personnel management, compensation, contracting, risk management, fiscal emergencies, and group benefit plans.

• Allows the Auraria Higher Education Center's governing board to delegate personnel powers to its chief executive officer and exempts the Center from certain state personnel system rules applicable to institutions of higher education.

• Takes effect 90 days after final adjournment of the general assembly (August 8, 2012), subject to voter approval if a referendum petition is filed within that period.
