Extends the elevated fee structure for concentrated animal feeding operations (CAFOs) general permits from July 1, 2012 through June 30, 2015, maintaining fees of up to $750 plus $0.09 per animal unit instead of reverting to $250 plus $0.04 per animal unit.

Extends the elevated fee structure for CAFOs individual permits from July 1, 2012 through June 30, 2015, maintaining fees of up to $1,500 plus $0.09 per animal unit instead of reverting to $500 plus $0.08 per animal unit.

Extends the elevated fee structure for housed commercial swine feeding operations from July 1, 2012 through June 30, 2015, maintaining fees of up to 26 cents per animal instead of reverting to 20 cents per animal.

Extends the administrative fee for unpermitted CAFOs from July 1, 2012 through June 30, 2015, maintaining six cents per animal unit based on registered capacity to cover environmental agriculture program costs.

Postpones repeal of the administrative fee program for unpermitted CAFOs from July 1, 2012 to July 1, 2015.
