• Upgrades the felony classification for leaving the scene of a traffic accident that resulted in serious bodily injury from a Class 5 felony to a Class 4 felony.

• Clarifies that drivers involved in accidents resulting in injury, serious bodily injury, or death must immediately stop at the scene or return to it, then remain until fulfilling all legal requirements.

• Applies only to accidents involving serious bodily injury; does not affect penalties for accidents involving minor injuries or property damage only.

• The general assembly found the amendments result in minor fiscal impact to the Department of Corrections over five years following passage.
