Postpones expiration of rules and regulations adopted or amended between November 1, 2010 and November 1, 2011 by 18 state departments and agencies, extending their May 15, 2012 expiration dates.

Excludes specific rules from extension in the Department of Education (parental notification rules 1 CCR 301-83), Department of Human Services (LEAP emergency applicant rule 9 CCR 2503-1), and Department of Personnel (address confidentiality program rules 1 CCR 103-6).

Extends expiration dates for rules of the Public Employees' Retirement Association and the Office of Information Technology in the Governor's Office.

Specifies that Committee on Legal Services recommendations apply only to rules in their original form as reviewed; any amendments before November 1, 2011 that comply with committee recommendations remain unaffected.

Postpones automatic expiration of Department of Education rules governing nonprobationary teacher appeals of performance evaluations (1 CCR 301-87) from May 15, 2013 to a later date, effective May 15, 2012.
