Requires ballot titles to use standardized language: "YES/FOR" and "NO/AGAINST" instead of "yes" and "no" to clarify voter intent on all ballot measures.

Mandates title board distinguish between propositions (changes to Colorado Revised Statutes) and amendments (changes to Colorado Constitution) in ballot titles to reduce voter confusion.

Requires propositions be labeled "(STATUTORY)" and amendments be labeled "(CONSTITUTIONAL)" on official ballots immediately following their number or letter designation.

Adds standardized explanation to ballots and voter notices clarifying that "YES/FOR" votes support changing current law and "NO/AGAINST" votes oppose changes.

Takes effect May 1, 2012, except specific ballot-related provisions (1-40-106(3)(b), sections 3-4) take effect January 1, 2013.
