• Establishes "Pupil Enrollment Count Day" as October 1 of each year for determining total public school enrollment statewide.

• Provides exceptions when October 1 falls on Saturday, Sunday, or a day school is not in session (count day moves to following Monday) or on a major religious holiday (count day moves to first school day after holiday conclusion).

• Authorizes the Department of Education to set alternative count dates within 45 calendar days after the first school day following October 1 for year-round schools or other appropriate circumstances.

• Requires the State Board to establish rules defining "major religious holiday" by July 1, 2012.

• Applies the standardized count day definition across all Colorado public school funding formulas, charter schools, and special education programs.
